Provincial Nominee Program (PNP)

Canada’s Provincial Nominee Program (PNP) is a popular choice for prospective immigrants who have the skills, education and work experience to contribute to the economy of a specific province or territory. Each province and territory offer its own “streams” targeting students, business people, skilled workers and semi-skilled workers. Each year, the IRCC invites about 80,000 provincial nominee applicants to apply for permanent residence in Canada.

Overview of Provincial Nominee Program (PNP)

Immigration is an area where jurisdiction is shared between the Federal and Provincial governments. As such, various provinces and territories of Canada, by agreement with the Federal government, have established their own immigration programs to nominate potential immigrant for Canadian permanent residency status. Once an Applicant has been nominated by a province/territory as a Provincial Nominee, the Applicant is assured of a prompt processing of his/her Application for Permanent Residence.

As such, various provinces and territories have established their own nominee immigration programs allowing them to “nominate” applicants for permanent residence in Canada, save for the province of Quebec  has the authority to establish its own “selection” criteria for economic immigration. The granting of residence status remains with the Federal Government. 

The PNP helped provinces reap the benefits of immigration and attract newcomers across Canada who were otherwise used to remain focused on settling down mostly in British Columbia, Quebec and Ontario. As such, PNP offered an equal opportunity to each province and territory to attract and retain skilled professionals offering skills that were suitable for the particular province. Currently, provinces such as Alberta, Saskatchewan, Manitoba, Prince Edward Island, Nov Scotia, New Brunswick are actively participating in the PNP program and have welcomed thousands of newcomers. 

PNP Application Options

There are 2 ways to apply for the PNP: 

  • Paper-based
  • Online (Express Entry)

Paper-based process

In the paper-based process applicants apply to the province or territory for nomination under a non-Express Entry stream and submit a paper application for permanent residence to IRCC when nominated by the province or territory. You are required to pass medical exam and security checks before being granted permanent residence status. The processing time in paper-based applications are typically longer than the online Express Entry proces.

Online Express Entry process

Applicants can first create an Express Entry profile and indicate the provinces and territories they are interested in. If a province or territory sends them “notification of interest” to their Express Entry account (for example Alberta and Ontario), they can contact the nominating province directly. 

Applicants can also apply to a provinces Express Entry stream (for example Saskatchewan and Prince Edward Island). In that case, if nominated, the province will offer the nomination to the application through their account, and applicants accept it electronically.

In both the above-noted circumstances, applicants must meet the eligibility requirements of the province or territory. AND submit an Express Entry profile and show that they meet the minimum criteria for Express Entry, including being eligible for one of the immigration programs it covers, i.e., Federal Skilled Worker Program, Federal Trade Class and Canada Experience Class. As a result of nomination, you get 600 additional CRS points. If you are invited to apply for permanent residence by the Federal as a result of a Provincial Nomination , you submit an electronic application for permanent residence to the IRCC.

Impact of Covid-19 on PNP

Despite the closure of borders and travel restrictions, Canada’s provinces and territories have continued to invite prospective immigrants for nomination for permanent residence in Canada. In fact, a surge in number of provincial nomination has been noticed during the pandemic and there clearly appears to be a fierce competition among provinces to select and welcome most suitable applicants. The Federal Government has also focused more on conducting Provincial Nominee Program specific Express Entry Draws in recent times allowing the nominated applicants to apply for permanent residence. Nominated applicants receive 600 additional points in their Express Entry Comprehensive Ranking System (CRS), thereby improving the points to a level where they can expect to receive an Invitation to Apply in  the subsequent draw.

Alberta Immigrant Nominee Program (AINP)

The AINP offers 2 streams for foreign workers who are living and working in Alberta, or plan to live and work in Alberta:

Alberta Opportunity Stream

Qualified candidates who live and work in Alberta and have a job offer from an Alberta employer can apply for an AINP nomination.

Alberta Express Entry Stream

Qualified candidates with an Express Entry profile may be invited by AINP to apply for nomination for permanent residence.

British Columbia Provincial Nominee Program (BC PNP)

The BC PNP is comprised of the following stream for applicants with skills to fill a high-demand occupation in B.C

Skilled Immigration (SI) – Consisting of SI – Skilled Worker and SI – Entry Level and Semi-Skilled categories

Express Entry BC (EEBC) consisting of  Skilled Worker, Healthcare Professional, International Graduate and International Post-Graduate categories

And Entrepreneur Immigration consisting of – Base category and the Regional Pilot

The MPNP consists o of the following stream for skilled workers, international graduates and entrepreneurs with the intention and ability to successfully settle and economically establish in Manitoba as permanent residents:

Skilled Worker Stream consisting of Skilled Workers in Manitoba and  Skilled Workers Overseas streams.

International Education Stream with Career Employment, Graduate Internship and International Student Entrepreneur Pilot Pathways.

And the Business Investor Stream consisting of the Entrepreneur Pathway the Farm Investor Pathway

Ontario Immigrant Nominee Program (OINP)

The OINP selects foreign workers, international students, business owners or entrepreneurs from outside of Canada with the right skills, experience and education to apply to the OINP for a nomination. There are three categories:

Employer job offer category consisting of Foreign Worker stream, International Student stream and In-Demand Skills stream

The human capital category that has two sub-categories, the international graduate streams with two stream namely Masters Graduate stream PhD Graduate stream  and Ontario’s Express Entry Category having French-Speaking Skilled Worker stream, Human Capital Priorities stream and Skilled Trades stream

And Business Category consisting of one stream call Entrepreneur Stream
